Maha Vikas Aghadi: Being Efficiently Inefficient

Maharashtra has only moved backward under Uddhav Thackeray’s Maha Vikas Aghadi. For the state of Maharashtra to get its growth story back the MVA government must go. Shiv Sena must go. Nationalist Congress Party must go. Congress must go.

Change will not come if we wait for some other person, or if we wait for some other time. We are the ones we’ve been waiting for. We are the change that we seek.

As the Maha Vikas Aghadi (MVA) reels from the latest crisis of Shiv Sena strongman Eknath Shinde rebeling against party chief Uddhav Thackeray, it is becoming more and more evident that the only glue that binds the three parties together is illicit power. For the state of Maharashtra to get its growth story back the MVA government must go. Shiv Sena must go. Nationalist Congress Party must go. Congress must go. The bunch of integrity-free incompetents the government gathered around as ministers; all need to go. In order for the state to get things back on track, the departure of these people from positions of power needs to happen immediately — tomorrow is too late, yesterday would have been better. 

After two-and-a-half years of Maha Vikas Aghadi, Maharashtra stands beaten — by the misgovernance, by the virus, but more than that, by the treatment meted out to its businesses and citizens — many of whom will have lost their confidence in the state. The delay in arriving to any positive decision has once again brought to light the incompetence of the state government. At a time when governance needed to be more responsive and democratic, the state government’s dawdling incertitude and indecisive inchoation have led to a case of too little too late. The sky-high arrogance of the parties in power have made them indifferent to people’ needs and unaccountable for their wellbeing.

Devendra Fadnavis’ Samruddhi Mahamarg project connecting Mumbai to Nagpur

Ironically, Maharashtra has only moved backward under the Maha Vikas Aghadi. The state has been under a veiled lockdown since their inception in 2019. The Uddhav Thackeray-led government has wobbled its way through ever since coming to power, stumbling from one embarrassing crisis to another, exposing the Chief Minister’s administrative inexperience, government’s immaturity and the triad’s unforgivable degree of incompetence. While the MVA government has hardly announced any new projects since taking charge, one of the first decisions it took was to review all ongoing infrastructure projects, work on which started during the previous Bharatiya Janata Party’s government. The former Chief Minister Devendra Fadnavis had kick-started several projects — Mumbai Metro, Mumbai-Nagpur Expressway, Mumbai Trans-Harbour Link, Coastal Road, Nagpur Metro, and Pune Metro, among many others. All such, and many more projects started during Devendra Fadnavis’ tenure as Chief Minister had been put under review, scrapped or delayed due to the ineffective governance of the MVA. The state has faced several such major setbacks under the MVA government since they appear to be least bothered about doing development work. The entire exercise has proven MVA’s lack of concern for the people the government is meant to serve.

What we are seeing today unfolding almost daily is Uddhav Thackeray-led MVA lumbering on from one ill-advised and poorly thought-out decision to another. At a time when Maharashtra is trying to come out after being battered by Covid-19 — MVA leaders are busy patching up internal differences and covering scandals. From constant tussles with the Centre, arrest of former home minister Anil Deshmukh and minister Nawab Malik, resignation of cabinet minister Sanjay Rathod, the handling of the actor Sushant Singh Rajput’s case, the witch hunt and pile up of cases against TV journalist Arnab Goswami, the verbal war with actor Kangana Ranaut and the swift demolition of her office bungalow, to the Mukesh Ambani house bomb scare-Sachin Waze-Param Bir Singh episode — a lot has blown up in the face of this government at a time when the government should have been fighting the pandemic and rebuilding the state. These instances must haunt any ruler left with an iota of conscience. But instead, the sheer ineptitude and stubbornness of the government degenerated into the ruling dispensation’s supporters thrashing common citizens and arresting social media dissenters for criticism of the mistakes, misdoings and even for stating the facts of the government. All this has catalyzed into the very stark and dismal handling of the Covid-19 situation in the state which lies ensnared in lockdowns, uncertainty, and severe financial trammel.

Within a span of thirty months, the Uddhav Thackeray-led MVA government has presented a textbook lesson in misgovernance. The state was forced into lockdowns under the garb of preparing health infrastructure. If “preparation” for the health crisis was the objective, we do not know what preparations happened. If experts tell us that the virus may not be so easily tamed — it will stay with us for quite some time and raise its head again and again, we do not know why lockdowns were being used as a quick-fix and millions of livelihoods were pushed to the brink, over and over. If citizens were asked to lock themselves inside their homes and if businesses were asked to pull down their shutters, we do not know why politicians in power were seen inaugurating memorials and party offices. What we know is that the long, extended and inhuman lockdown was being turned into an opportunity to penalize the political opponent and the citizen for being at the opposite end of the political spectrum.

When narrow politics dominates, governance becomes secondary and holding onto the government becomes the only priority. That Uddhav Thackeray lacks the leadership skills, capability and integrity to guide the state through a national emergency is not a new insight — it has been clear for months. But when the absolute mismanagement on the Covid-19 front and the staggering degree of incompetence and the lack of control over matters endangers the safety of the people, it becomes important to seek accountability. Asking questions becomes a responsibility.

The Shiv Sena-Nationalist Congress Party-Congress alliance is both an ideologically and politically compromised one. It is becoming clear that Uddhav Thackeray-led MVA experiment will serve less as a legacy and more as a cautionary tale. The government’s unenviably lackluster term is riddled with indecision, lethargy, differences and divisions, and this, despite having a veteran like Sharad Pawar on their side to learn from and consult.

In the absence of leaders with legitimacy, Maharashtra is sinking under MVA’s incompetence and indifference. Every single citizen has had to pay a heavy price for MVA’s brand of misgovernance. The political elite has lost the capacity to comprehend, leave aside handle, the state of Maharashtra. But even if the elite were to understand the complication, they do not have the trust of the public or legitimacy to stay in government. Uddhav Thackeray might have flourished with the help of a compliant media busy in serving Sharad Pawar, but the citizen has only withered.  The citizen is fatigued by the government’s ineffectiveness; the constant prioritizing of a son’s ego over administration; and above all, the emptiness of a man who delivered so very little for a promise given behind closed doors — a promise which no one ever knew about. The people have already gone through tough times and are no longer prepared to enter a tunnel which shows no light at its end. To stem the rot of this squalid misgovernance, the citizen needs to come out of the mental-intellectual lockdown that it has willingly accepted. The citizen, long a mute spectator to its own plunder, needs to awaken and raise their voice against the injustices of the MVA government. Maharashtra cannot remain stagnant at this juncture. The continuance of the MVA is a cost that Maharashtra cannot afford.

Maharashtra needs Devendra Fadnavis to return. An icon of Maharastrian aspiration with an absolutely non-corrupt personality, the state again needs the massive development thrust that he delivered in his first term as the Chief Minister. Development was the only focus area under CM Devendra Fadnavis. The Jalyukta Shivar Abhiyan had ensured that 17,583 villages have adequate water supply. Mumbai alone had 191 km of metro work planned. Similarly, Nagpur, Pune and Maharashtra had their share. The state received a whooping Rs 3,75,000 crores FDI during his tenure. Devendra Fadnavis is a man on a mission with focus on ‘transform, reform and perform’. He is a leader who inspires and a visionary who delivers. Devendra truly means development in today’s Maharashtra.

It is for the citizen now to assert their collective will on those we elected to serve us but who have betrayed our trust. The message to them must be unequivocal — govern or go. Considering how out-of-depth the Uddhav Thackeray-led MVA government has seemed, only a BJP government can ensure sushasan or good governance, and vikas.
